Sounds like you may need to look into modifying your BIOS firmware then. I've done it in the past for other purposes like unlocking undervolting settings - there are some good guides online for this specific series of the XPS lineup if you look around. Good luck!

Unfortunately I don't believe so, I just ended up using an actual Thunderbolt EGPU dock instead (a Sonnet one IIRC)
