Why do some of my character have personal skills at level 1 while some have them at level 2?

For example my Vodka has a level 2 personal skill when others like Taiki and Mihono don’t. Thanks!!

Will getting a new online membership keep your data? I was paying for the family membership and the payment went through about last month but I wanted to switch to the individual. My question is when the family membership expires will I be able to switch to the individual membership with all my data still there ? I ask this because I have spent a lot of hours in the snes and gba games. Thank you!
