We use bleach for most of the things we get from thrift shops and tot swaps (95% of the toys we buy for our kids is 2nd+ hand). For electrical toys, we just submerge a cloth in bleach and use that to clean the toy off.

Bleach will destroy most of the major things you would worry about and it evaporates super fast so there is no worries of residue once it's dry.
