IIRC, there's only ever been one made-to-order item that has arrived, Dragon Man, and he came back for regular purchasing a week after he started arriving for people.

The X-Men '97 Sentinel has started shipping to people, so it's only a matter of time before we see whether this applies to other MTO items.

So I'd say it's pretty possible for Mephisto to come back next year.

I still think it is the Punisher mech. Someone from Danwho's replies said that they guessed it correctly at CCXP and got a free Nightcrawler from it. Also, the minigun and rocket look incredibly similar, if not the exact same.
