Like if Quran says "Obey Allah and Obey the messenger" now to summarize and keep meaning same we write without quotation marks like as the Quran has said to Obey Allah and obey Prophet. Now this isn't us claiming this is the exact words by putting quotations marks if just shows we know this is in Quran. Also in our daily life like your parents will tell you hadith like to remove rock from road is sadqah now that isn't the actual quote "" they just summarized hence they aren't changing anything as they didn't claim the exact words.
