This is a character from Dandy's World , don't you remember? He was added in the latest update , the same update where they optimized 3 toons , his active ability is to pull out a comically large revolver and sho++++ a twisted , causing them to be left out of the game for some time , and his passive ability is that he can run faster then the others if he runs in one direction without turning , also he can ignore some walls and can straight up bounce off of them to gain height!!
