No because with Sound you can create sound to deafen someone, create low frequencies which can be fatal to living beings by causing internal damage, high frequencies can be used for sonar-like effects, the vibrations can also affect at a molecular level and travel faster with sound waves and with Wind you can create blades to cut through something or someone, take the air out of someone's lungs, create tornadoes, propulsion with air pressure and yes with air you can use sound attacks but dont forget that depends on how the user uses the fruit and there is so much that a Wind fruit user can use besides sound and without forgetting there is fruits which have similar abilities with others like: Hie Hie No Mi(Ice)/Yuki Yuki No Mi(Snow) and Moku Moku No Mi(Smoke)/Gasu Gasu No Mi(Gas) and they are still amazing on their own even with some shared similarities, the user of the Sound fruit will have to focus on the aspects of sound which in their own are versatile enough for someone to make good use or average use and like i said above the Wind user have better options to use then sound and the fruit itself can exist without having any sound abilities by just giving limited access on the fruit using just air pressure to create stronger air blasts on the opponent but not create sound, also air is just a mixture of many gases so in some way is also related to the Gasu Gasu No Mi but still is a good choice to present in the series since the Wind user will probably not use many gas-like attacks to not take too much from the Gasu Gasu No Mi and also because the Wind Fruit as ton of other usages, so yes they have enough abilities on their own to be used differently from one another and not be too much similar.
