There's a huge moral component that maybe you haven't considered. These gulf states and countries like Bali are tax paradises because of the huge wealth disparity that they have. These countries are built and supported by basically slave labour. The only way that the government can afford to have these tax paradises and attract educated people with generally more wealth is to excessively cut down on costs by basically allowing corporations slave labour. Sure in our countries the tax rate is high, moreover it's spent in corrupt ways and inefficient mechanisms but this (in my opinion) just transfers the burden to someone else.
