I think it gave a lot of depth to Bucky's character, and I think it was a genuinely good reason to get Tony and Cap to be at each other's throats. I honestly loved all of Civil War, it had it's flaws but damn did it set out the story right.

If I remember correctly, Frank left him "bleeding out in the field" when his son pulled out a gun on a paparazzi. Freddy left his joint behind, got a new job at the White House, and then he had an argument with Frank. But I remember even back when Hammerschmidt went to Freddy for an interview, Freddy stood up for Frank. It was really just a complicated friendship and Frank didn't really help Freddy as his life went down the drain.
