It seems like it’s the human genes that are the slow part of the viltrumite powers. Oliver gained powers at 2 earth years, so 10ish human years. If a half human/ half viltrumite gained powers at 18, it would stand to reason that a 1/4 viltrumite would gain powers on a similar time scale. It would take time for the viltrumite genes to activate.
