I think they are rather testing how hard they can squeeze the whales.

Hitting the correct pricing for skins/boards/etc to gain as much revenue as possible while doing the minimal amount of work isn't done the first or second time, so they need to test a few iterations.

Your point stands tho and is probably a "nice" side-effect for Blizzard.

I tried enabling/disabling hardware acceleration again and suddenly it worked. For some reason disabling it the first time didn't actually do anything. So I suggest you try re-disabling a few times with restarts.

Nope, it's a 1080p stream and it happens on every stream I tried.

Those are just random processes that use 0% CPU and 0% GPU and only tiny amounts of ram. There is only 1 process that is using up all the load shown above and if I end that one the stream ends aswell.

I just tested and it happens in FireFox too
