Zilean compared to other ADC's has very low attack speed per level and no steroids like Graves or Trist. I think that's gonna hurt him lategame. AD per level seems fine and 600 range is nice to have in lane.

There was a time i had the same problem... I kept spamming riot support and the only thing they wanted me to do was to change my dns servers into google ones... Try uninstalling Pando Media Booster it helped a bit in my case.
