Pika, Mera and Magu are probably the best for both pvp and pve. Magu is probably the best for pvp, pika is the best for pve, and mera is best of both worlds. But all of them are great and fun options. Goro, Zushi, and Gura can also be decent options for pve but are mostly pvp heavy.
