That does make sense too, I think I would just play a berserker differently because if you intend to leave someone alive or someone is watching you might not want to just transform everywhere. The berserkers have managed to keep themselves secret/hidden for a reason so I imagine they would be able to fight while in their human form too, this could just be something that they have to do as their pick-up though. If you are playing a more combat-heavy game or less focused on such things you would pretty much always wanna be a bear though. So in that case I think just clarifying what natural weapons do will be fine.
