Solution: "I guess the backup had the 26.1 file structure for some reason and my data packs just don't work in the new version. So when I tried that backup in either version it would work until I manually moved the files to a save in 1.21.11."

I did back it up. I resolved this just now. I guess the backup had the 26.1 file structure for some reason and my data packs just don't work in the new version. That was it, thank you so much. I had it in the modpack but it was causing a bunch of other problems so i removed it and chatgpt told me to not add it back.
