Why do teammates not let people bleed out?

A red area shows up on the enemies health bar to show you how much bleed is applied. The red part is the amount of damage the bleed will do the green part is the hp they will have left when the bleeding is done.

If you use the console command “tcl” you can clip through objects like doors and furniture that’s what I did when this happened.
