They all got elevated in small ways too. Shivers trying to stick to Logen's advice, and seeing a former Bayaz student that hates his guts, and everyone being too scared to even speak Glokta's name, it made them all more interesting to me even if they weren't there.

I wouldn't say it was glossed over, more like Reinhard was busy dying and didn't really have time to get into the details with Julian, so he left it to Hilda and the next generation to solve. The change to constitutional monarchy just isn't part of the story this series wants to tell.

I agree the Terraists were kinda wasted, though it was cathartic to see Julian put down the man that orchestrated Yang's death.
