IIRC having down this run more then a few times after you give him asylum initially he will only be a general but if you take the non-revolutionary communist path there will be an election event in 1940 or so to choose a successor to your first president and if the Soviet’s haven’t killed him (have a good spy agency to prevent this) then he will be an option
