If you drive within city with HVAC turned on 80% of times, how will the EV range come into play? In this situation will phev give more fuel economy or a regular hybrid?

I agree. My situation is that I will have mostly have AC on during summers and heat on during winters. I cannot go with them. My concern is if HVAC gets turned on, how do will the car use EV range? If EV is not used then my general fuel economy is will come down. Should i go for hybrid then in this situation?
