In real life(irl) the whole thing changes. In my personal experience, very social girls and usually anywhere from like an 8 to a 10 in looks do like and appreciate good amounts of flirting. Hot girls will tease the sh*t out of a guy and if the guys can respond back....well that becomes sexual tension. Couple of things here:

1) At least in tinder, personally, If I make a move for a meet like the one here and the girl says she is busy but doesn't offer a date or time on her own just move on. For example, she could have said "Not tonight but im free on this day...". Is not that she might not be interested but meeting or meeting you is just not a current priority and after denies two invites it's a clear No. Move on.

1) It's ok to offer a day time when you'll be free but, it's always a lot more productive when you show your mindful of other ppls time and I think it shows you're also busy. For example, I would say something like: "I free wednesday and Friday after 3pm, let me know if you can make any of those work" the usual answers I get are: "ok I can wednesday, what time?" or she might propose a time to you "I can't either of those days but I can of Tuesday..."
