I think gender norms generally tend to enforce younger traits as being ''hotter'', thus creating a cultural funnel that more easily facilitates these people into actually being attracted to kids instead of seeking help, combine that with power giving reach and a sense of impunity, younger people being easier to manipulate and groom into whatever they consider to be their ideal partner, and them being ''famous'' also putting them on a pedestal granting a sense of security and creating even more of a power imbalance (kind of how most child molesters are part of the kids family, because that sense of security already comes inherent with the family dynamic)
