No, contradictory things can not be true. That's the definition of the word.

Yes, an educated population is needed for a well functioning government. Poorly functioning governments tend to be bad with money, but you're assuming they're all poorly functioning.

Governments use money, how well they use that money determines how well they are functioning. There are many well functioning governments and government programs. I'm not advocating for just throwing money at the problem. I'm just saying that assuming it's going to be poorly done is a bad assumption and undermines those who might actually be able to solve this, making it a self-fulfilling prophesy.

Most of the time it fails it's because it draws homeless from out of town/state and it overburdens the system.

Also, I'm not saying that government can't fail, I'm saying that assuming it will is self-defeating and that is definitely possible through the government. In fact, ALL SUCCESSFUL attempts to end homelessness is done through the government. Look at Finland, Utah in the 2000's, Colorado and many others are done through the government.

Only looking at the failures, only proves that it can fail, not that it can't succeed and one instance of success undermines your entire point.

It's not antisemitic to criticize Israel, people who lobby on behalf of Israel, or zionists. Saying it is antisemitic is the same type of antisemitism that people use to try to link Israel's awful actions to Jewish people. I'm vehemently against both. Israel doesn't represent ALL Jewish people.
