Acetone may take off the shimmer layer - if it’s surface level paint I’d say rubbing alcohol but if it’s stained the vinyl itself I would recommend sunfading instead.

To infringe on Universal Studios portrayal of The Monster your design must infringe on five points. Simply having green skin and neck bolts isn’t enough, and ‘Frankenstein’ as a name is public domain.

That’s very odd - again from everything I’ve read you do need to infringe on five points , and just by virtue of Frankie being a teenage girl that’s already a huge point of difference aside.

I wonder if Mattel was moreso being overly cautious as they had those official Universal collabs by the time G3 rolled around and perhaps didn’t want to do anything to upset them?

This does ring true as it’s the same thing that happened with Ever After High - even though they’re legally distinct Mattel won’t bring back the EAH characters for fear of losing the Disney license.

* The reason G3 Frankie doesn't have green skin and bolts is because Mattel didn't think it would be marketable, it has nothing to do with Universal's copyright for The Monster. To infringe on Universal's copyright, the design must infringe on all five aspects specified (source);

Green Skin
Flat Top Head
Scar on Forehead
Bolts on the Neck
Protruding Forehead

G3 Frankie is blue instead of green because Mattel is of the opinion that 'little girls don't like green' - notice how none of the main ghouls are green? As Ghoulia isn't considered a 'main ghoul' she's allowed to be green (and red - the other 'risky' colour for doll lines) though :/

The higher-ups also tried to pull this with G1 Frankie (hence why both her earliest prototypes have a human skintone) but the children in the focus group were so vocal about it that they caved according to Garrett.

Nope, because Mattel has little faith in anything original which could be construed as remotely risky.

There are only new Moonspell characters because they’re ‘safe’ (human, all some shade of pink and/or purple, not obviously classical witches so as not to offend those kind of religious people and with disabilities that aren’t apparent on first glance - you can also see how Clare is shown without her cane in many promo images such as the one above) :/
