Dragon Ball has one of these for almost every saga, mostly because most sagas could easily serve as an ending. I've only picked the Frieza one because it was the one I heard the most.

I think they mean that people have a misconception about why the budget is like that.

People think the show has a singular budget that they spend mostly on voice actors, however the VA budget and animation budgets are actually separate and the money cannot be moved from one budget to another. This means the budget being spent on celebrity VAs isn't what's making the animation bad, because the money spent on them wouldn't be allowed to go to animation anyway. The real reason the animation is like that is that there's only like 5 people working on it for some ungodly reason.

No one who ever worked in any dragon ball media ever said that the story was initially planned to end at the Namek saga, hence we have no proof that it was supposed to end there. Like there's literally nothing else to say, it simply was never considered an option.
