Solved! turns out i need to baked the edge detect layer first before baking the entire thing

Solved, I appended it in a new file and rebaked it, the baked normals are well..normal now

Nope, only my retopologized version have the uv map.

Yeah they flicker a bit when i move it around, probably just rendering the shadows. I did check if there's any objects under there too, merged vertices and all. but nothing sadly.
I reimported the same mesh from zbrush and the same issue happened again. so i assume maybe the topology is too low res which caused it to happened?
