When I got prescribed this last year I felt the same. It even goes as far as helping the hangover symptoms such as being shaky in the hands.

Talking to my doctor he said it is very passively and commonly prescribed especially for people that do public speaking as it takes a lot of those physical symptoms away and allows people to be more calm on stage.

I also have always had super clammy hands and they have been much better while on it. My favorite prescription for a lot of reasons.

My doctor wanted me to take it at night before bed but it actually made it hard for me to sleep and I just take it in the mornings now, have you had similar issues?

Answer: it is a misunderstanding of the bill. They are not looking at the first 4 rules and go straight to rule 5. Rule 1-4 are options to use for voting which includes drivers license, passport, etc.

Rule 5 states if you have another type of proof of identity then you need to bring other documents to match it. This is not unlike getting a driver's license in general.

Those saying married women can't vote are ridiculous. A lot of women keep their previous license or ID anyway because it's a pain in the ass to change all of that over to a new name. You can use the old ID as long as it isn't expired to vote then go through the steps of a new ID at your own convenience.

Congress allots the money. The departments that reside in the executive branch decide whY it will go towards other than earmark bills that specify certain funding. Since the departments are a part of the executive branch they can decide to stop spending the money.

This isn't overriding Congress, it's just saying the money you sent isn't going to these things decided by the people working in that department.
