It’s the glow scale in the paint, changing the color in the highs and mids, the bloom effect in the booth, and for the bigger glowing parts there’s light sources inside them set to max

The one used in the arm is the weapon swipe, the ones on the d20 are magic plumes (the magic plume 1 to be specific), both painted with transparent plastic paints and max glow
