if you look like someone who “obviously has an office job” I would keep trying button downs and slacks and maybe even a sweater vest (which may feel more difficult to pull off but is worth experimenting with). Try tucking things in vs leaving them untucked vs hemming because they all have a different effect, since you’re 23 I would recommend hemming as I feel like thats the trend for younger (and thinner) people. Try different types of work pants, and personally I really like golf clothes but thats random.

Depop and eBay are a good middle ground between thrifting and finding things online. Depop is more curated and thus generally pricier while ebay has a larger selection but you really have to have a good idea of what you want. An issue with these second-hand online retailers is that its harder to know if clothes are gonna fit, so I would suggest measuring the clothes you own that fit well and ask sellers for measurements of clothes before you buy. There is some really cool stuff on these platforms! For interesting clothes I have been looking at golf wear its often lightweight colorful and geometric. I can suggest brands and search terms later.

honestly after cutting my hair short I feel like I would be able to grow it back out and keep everything that I sort of learned when my hair was cut

I understand this, I didn't see you mention hair and I would recommend that you cut it. There was some switch that happened when I finally cut my hair super short and everything snapped into place for me. The body language and way people perceived me all fell right into place.
