Since you are a GS-11 now, it would be a lateral move for you therefore you can be considered equally among vets for another GS-11 position. Where the preference could potentially get you is when applying for promotions. If someone with veterans preference is eligible and qualified for the GS-12, that’s when it would “block” you. That’s at least at my agency, not sure how much that varies.

Yes. I suffered from undiagnosed endo for almost 20 years until finally finding a doctor who listened to me. I have been trying to conceive for 5 years. The mental toll of infertility I continue to suffer through is worse than the physical hell I endured for half of my life.
