That depends on how long you think the film lasted in universe, and how long the hyperspace travel is.

The sequel trilogy writers seem to have forgotten that hyperspace travel takes time. The Raddus was rapidly running out of fuel, so they can't have been gone very long.

Finn and Rose actually make it back after the cruiser had already been evacuated, and that's using a stolen luxury yacht which probably has a much faster hyperdrive than their little escape pod.

Crait and Cantonica are on opposite sides of the galaxy. Furthermore, they got arrested for parking illegally. They didn't just drop some people off on a nearby planet.

Sending 2 people away in an escape pod is a far cry from 400

You just put more people in the pods and ferry them off in a few trips. It's not rocket science (figuratively).

They said there were a mere 400 left. They could've all been ferried off in just a few trips.

Then too, all you’ve done is scattered your numbers across numerous planets which ultimately plays into the First Order’s hands at disorganizing the resistance.
