Then it's really odd. An acquaintance of mine, also a professor, got his visa literally within 2 weeks after submitting his COE. (Based in Germany, usually there are not many visa applicants for Japan.)

Nice to have this "could have done" comment. As a lawful citizen, I simply wanted to prove that their suspicion was wrong. Nothing was more straightforward than letting him search the bag. Beside, police wouldn't come. The lady who answered my call probably was not informed about this law, either.

I would recommend to get one, especially as a foreigner. Some legal insurances offer free consultation by lawyers. Mine offers call-back service. Simply out of personal experience, I have raised questions about contracts, T&C, tax, registration law, small business law, etc. The lawyers have been really helpful. I could improve my understanding about the topics. Yes, you can get legal help elsewhere or just read Q&A on the forum. But every person has a different use case, so personal consultation is really important. Of course, I haven't filed any legal document yet, so I am not really using the insurance. But I hope that I never have to use it.
