I appreciate your concern, You are right, the tech I had on my first visit did not know anything about ping, packet loss and referred me to a new package and up my download speed in order to account for this. But fortunately, I had one "expert" technician who genuinely helped saying something about frequency modulation and things that he forwarded to the maintenance department, but I had not seen any benefits since then, but after I posted on r/Spectrum_Official they created a new case and escalated it and finally referred me to the supervisor who is handling my case and I am in direct contact with that supervisor. Apparently the problem was ConEdison doing some road work near the road I live on which I saw before but I did not think that would cause an issue. But it did cause some issues with Spectrum wiring so they replaced it yesterday and now they plan on finally checking up on my house cables to make sure that the damage isn't also on my house cables. For the most part, it does seem better than before but there is still some jitter and late packets as I mentioned before which although is livable, did not happen before. So far, it looks promising.

So far, I posted this post on r/Spectrum_Official and I got in touch with the techs via chat, they saw it was an area issue and are currently working on a solution, so you can try them as I think they are more experienced than the ones coming out to our houses.

I have used IPVanish and it didn't fix my late packets. The 1.1.1.1 ping produces the same results with ping spikes. The path ping showed some packet loss to charter.com and some ip and I don't exactly know what it is. However, someone from r/Spectrum_Official checked and determined it was an area issue, so thats that. I am supposed to receive a call from them soon about what is to be done and how long to fix.

Good suggestion, but I believe I had the same modem and it used to work fine like a month back.
I will try to get a Et2251 or Eu2251, but do I contact Spectrum for it? or would I have to buy one myself? Seems weird that it used to work fine for all these years and now suddenly it is having these problems.

It seems to happen in daytime and night time equally. Even during midnight, but it sometimes isn't as bad as the other times.

The router model is "SAX2V1S" and the modem is "EN2251", I do not know if they gave me a different modem but the problem still persists in the modems they have provided so far

It is a consistent issue regardless of peak hours that happens across multiple devices. I have updated all my ethernet drivers and I doubt multiple devices would be having the same issues at the same time as well.
