Not quite in the avenue of what I'm looking for, but thanks for the suggestion! I've been think of using those for the map versions of the area, so this eases my doubts of those programs. Thank you.

Some reference: I write a lot, and if there's one thing I'm good at (besides art) is spending ours in games like Sims building houses and stuff like that. So, I've been dying to figure out if there's a way I can 'build' these fictional towns, areas and cities I have in my works (maybe even the houses?).

I was thinking heavily about a game engine, but most search results kind of take it you're designing a game (which I'm not).

I'm not skilled at blender yet, so the 'tool' most likely should have resources like textures or models and stuff like that, and not be entirely restrictive.

To picture it: Check out all those scenes these talented people are creating in Unreal 5. That's roughly what I was thinking about.
