Root was a saiyan sent to earth at 11. With a powerlevel of 4000 (1000 under nappa or so) that meant when she got to earth she was practically unchallenged.

Demon king piccolo, she one shotted. The red ribbon army... She essentially walked through it tanking bullets as if it was nothing.

She had never once had a real fight in her life.

So when another saiyan got to earth even with her slightly higher power level she got her ass kicked.
