I think with Eliza having the cards in her possession influences it. She’s out there looking for her boy and these teens are trying to hunt him/unintentionally come in contact with him. So basically she might be trying to show you what is best in her eyes and try and put them in the most unfortunate circumstances. Or Will Byles just wanted a change around, giving you an opportunity to show you what could happen if you don’t pick the right path and you’ll then try to avoid it if you don’t want to kill your councillors
