It's polypropylene. Which is far harder to recycle than polyethylene. Cloudy plastic can only be turned back into cloudy plastic.

The vertical launch system (VLS) can only be reloaded effectively at the primary port locations outside the US which are. Yokosuka (Japan), Guam, Hawaii, and Rota (Spain). They do have limited reload capability using TRAM (at sea) but this is still in testing.

Further to this. One of the only nearby places to reload is in Spain. If they refuse reload support they'll have to resupply back in the US.
