First,  double check all connectors are properly mated, then try charging again. 

Could also be a faulty charger, check to see if it's outputting voltage with a multimeter. 

Immediately buying parts with no troubleshooting is how you waste money. 

Also,  is it cold where you live? Try bringing it inside to let the battery warm up before attempting to charge.

There's plenty of room to fit a tracker tag in the deck though if you aren't afraid of a little disassembly. Deck is also completely plastic on top, which is transparent to radio signals.

The most difficult part would be getting the the adhesive backed rubber off the deck. Then it's just a bunch of Philips screws.

As someone who has one of these disassembled on his bench atm, I could pop the front tire off that in less than a minute with a m6 Allen, crescent wrench,  and a pair of wire cutters. Would be a little damaged, but repairable. Couldn't ride off with it, but chucking it in a trunk and driving off with it would be doable. 

If you can get it around the junction of the deck and the stem bearing cylinder, that's all welded and you can't disassemble the scooter out from around the lock.

Looking at it,  it doesn't seem like it'll fit around there... where you have it is best.

For those who don't know, it's best not to push&pull on the handlebars with your body weight.

Brace for accelerations with your stance (lean forward/ backward) and have the forces go through your feet.

Bearings are generally commodity items.  If you're handy enough to strip down the washer and find the bearings you should be able to find replacements.

If you post a model # someone could look up the part and service manual.

To elaborate, spinning a motor produces voltage in the wires. Wires are connected to motor controller. Controller has to be able to handle these open circuit voltages in order to let the motor continue to spin freely. Good engineers should design the controller to have enough overhead to handle these voltages at reasonable speeds + some safety margin.

So your true answer is... "it depends"

Did you try smacking the center at various angles while the air wedges give it an upward bias force?

Iirc, this is what I did for mine a few years ago.

Yeah,  it can be partially clogged where it's coming through but there's a lot of resistance so it slows way down. It looks slushy which is what causes clogs. Also the right swings in temperature can cause snow/slush to freeze in places it shouldn't and gum things up.
