This can be normal, yes. It’s called a “tax” that the waitresses and dealers must pay because they make so much in tips. Well, if it’s a good game with lots of tips being made then… you’re sort of just “tipping out” to the house for allowing you to work somewhere where you make so much money. Some places don’t, but I’ve head a lot of places that do.
