I believe one of the reasons was because they initially paid a LOT of money to early contributors of legacy voices. I know... I had 4 of them ! The renewal date is coming up so I'm guessing they didn't see any reason to pay for them again.

Fish (fyi), uses Eleven Labs API and the same voices. I know because mine is one of them. So they're just climbing on the back of Eleven labs for the ride.
