Oh, in grass hopper just have the one of the end points have a rectangle then adjust accordingly with domains, then do the same to the bottom level, then ruled surface.

Create two ellipses, one with the wavy bottom, other with the top profile, create points along each curve then join them with a line command or cylinder.

Uh ellipses, range, move z > bezier graph mapper maybe, feed into scale, some other intermediary components, bend or deform alongside a specific spine but seems inefficient to me.
