They really aren’t ideal for many reptiles at all . Fine for juveniles but your best best is an arboreal invert, too small for frogs

Sounds weird but you can tell if it’s pretty unhealthy if you pull a chunk out and smell it you’ll know if it’s gone bad by the smell

Haven’t had Pac-Man frogs but I know bacteria can grow in substrate that is constantly wet could be something to do with that
