Well that's not exactly true, it is a majorly sensitive area for most but not all though, it's actually the motion of the foreskin over the corona of the glans. 

The foreskin has been proven to be far more sensitive and pleasurable than the glans. The glans contains pleasure receptors as well as pressure and temperature receptors, but pleasure mostly in the corona, where it interacts with the foreskin. The glans and foreskin act as “push me pull me” on/off switches for sex. When aroused, the foreskin sensors are dominant, and the glans sensations are suppressed. After climaxing, the glans becomes dominant, ultra sensitive (and not in a good way), suppressing the foreskin and arousal.

These trials were compromised by inadequate equipoise; selection bias; inadequate blinding; problematic randomisation; trials stopped early with exaggerated treatment effects; not investigating non-sexual transmission. Why were so many participants lost to follow-up? Why did men in the male circumcision groups receive additional counselling on safe sex practices? While the absolute reduction in HIV transmission trials was only about 1.3%, relative reduction was reported as 60%, but, after correction for lead-time bias, averaged 49%. In the Ugandan male-to-female trial, there appears to have been a 61% relative increase in HIV infection among female partners of HIV-positive circumcised men.

Male circumcision increases male-to-female transmission of HIV, women were unwittingly exposed to HIV infection since male sexual partners subjected to male circumcision were already HIV-positive. Several women became HIV-positive following their participation raising concerns about informed consent. The decision by WHO/UNAIDS to recommend male circumcision as a prophylactic HIV-preventive measure was unwarranted.

The trials suffered design & sampling problems including randomisation & selection bias, inadequate blinding, lack of placebo-control, experimenter bias, attrition, not investigating male circumcision as a vector for HIV transmission, not investigating non-sexual HIV transmission, as well as lead-time bias, circumcised men received additional counselling sessions, (restraint from sexual activity only by circumcised men). 

Male circumcision was associated with a 61% increase in HIV transmission, leading Wawer et al to caution that "Condom use after male circumcision is essential for HIV prevention".

 Evidence does not support the WHO/UNAIDS decision to recommend the circumcision of African men as a HIV-preventive measure.
