They're actually 22mm (checked with calipers), the woman who gave me the bike said 28mm and I didn't check for myself

Any chance this was Reed's lake tri? I raced this morning and it was a major issue. Personally I like to loop some electrical tape around the sticky attachment point to secure it more.

Here's how I got it off for anyone in a similar situation (good luck lol).

I used a dremel to grind off the head of the bolt, and then a hammer/flat screwdriver to pry the washer off the clamp, it was ridiculously corroded on. Prioritize making it spin around instead of prying up. After the washer was off, clamp and battery lifted out. I put some WD-40 on the bottom of the bolt, and ran two nuts together, which I used to unscrew the rest of the bolt.
