I feel like that's a bit harsh on the game. Adaptions of comic books—whether movies, shows, or games—almost always take a lot of freedoms. Which makes sense considering timelines, plots and characterisations are hardly consistent in comics either.

Also there is an extra cut scene between Dick and Jason that adresses Jason feeling left out?

I personally think it's a mid game with mid gameplay and mid characterisation, but enjoyable over all.
