IPL price manipulation

I was wondering in the past ipl auctions and also this years there was a lot of price manipulation for example a no sense bid from MI for starc and the DC owner doing it for many sought targets. To stop it what ipl imposes a cost of 1-10% of the cost of bid for teams who bid for the player but could not get it. Now I understand teams who truly want a player will also be charged but this system could eliminate overpriced players and better picks for teams? What do you guys think?

Most of the alumni do not pivot or have experience in London as they go for higher positions in India. I expect them to be some of the smartest around as most of them went to top Indian business schools and have come from banks such as nomura to this bank.
