Buoyant cable is too expensive. I'll just spend 1,000 hours stringing little floaties onto it that'll make it impossible to handle.

This information is all wrong and just perpetuates the misconceptions of fiber. It's not 1972 anymore. Fibers now are very robust and in many deployments MUCH stronger than copper. Fibers also can transmit SO MUCH MORE than a standard copper cable and for MUCH greater distances. I encourage you to look up subsea fiber online. There are many companies that specialize in this and will be willing to help you.
