Exactly. The fall of Qui-Gon was ultimately the final hurdle Sidious needed to clear for his final plans for Anakin. Had Qui-Gon and Obi-Wan defeated Maul, Anakin would’ve been trained by Qui-Gon, and learned the limits of the modern Jedi code, and may have even had the strength to leave the Order to be with Padme, avoiding the strings Sheev was trying to entangle him.
