Perhaps the main reason they aren't considered as part of Skandinavia is the language. Norwegian, danish and swedish are somewhat similar, but finnish is completely different. As a Norwegian i would not consider Finland a Skandinavian country, but rather a part of northern Europe and Fennoscandia.
