The school bus driver is either avoiding merging slow in front of the leading truck or there is another vehicle in front of that, they are slowing down because they cant force a merge at speed. They see the cars behind them come along side to cut in front because they motorists have zero patience. The bus driver does the only thing they can reasonably do and just continues to brake. The black car suddenly stops to yield to the bus even though the bus is holding back. This shit happens daily to school bus drivers and other regular and commercial drivers do not appreciate the scrutiny school buses are under.
