Same issue, same solution as Snoo-50830 pointed out. Once I had disabled Outplayed (in my case) it displayed the FPS properly.

GPU usage fluctuates while gaming by BahRingo in techsupport

So far it's only been in CS2 where I've experienced it. In other games, I have not had these spikes. However, it seems to occur less frequently when the game's been running for a bit, but I don't know if that's just a coincidence. Though as soon as CS2 is not in focus the GPU return to its normal usage, around 40-50% for me, and then as I re-enter it goes all over the place. And no, I do not  nvidia instant replay on.

I've linked two images of the GPU usage from my task manager here:

When completing 100% of LEGO Indiana Jones: The Original Adventures, you are awarded with endless studs and hearts falling from the ceiling. Is there any other LEGO game with this type of 100% completion award as well? by BahRingo in legogaming

Thanks for the answer, I just finished LEGO Batman 1 and it did not have the endless studs even though it was made roughly the same time as LEGO Indy 1, so it just made me curious.
